Severe Acute Respiratory Syndrome (SARS) in China

This disease, which resembles a common cold in some ways, is an enigma. The spread of the disease is often through contact with spit from an infected person who sneezes or coughs openly. The symptoms of SARS are similar to the symptoms of flu except that SARS victims show pneumonia characteristics in an X-ray. Victims of the flu do not show the pneumonia characteristics.

Early in 2003 the first confirmed SARS cases were reported in China. Although the "plague" of SARS lasted only a short time, it has been considered one of the more serious health crises in today's world, especially since global travel is now available to nearly everyone. One carrier of the disease could easily infect hundreds of people while making a plane trip.

With the initiation of the disease, the Chinese government managed to find ways to control the spread of the disease before it became a worldwide problem. However, the World Health Organization (WHO) as well as the Centres for Disease Control (CDC) fear that diseases of this type can become international disasters unless global cooperative efforts are made in their control. Such diseases as SARS need to be considered without the interference of national sovereignty. Such sicknesses require intervention regardless of who is in power in any particular country since the diseases can cross national boundary lines and into other countries.

SARS has presented new international threats which affect several areas of international relations. Political, social, economic and cultural issues are involved in the fight against diseases which can so easily cross international borders. Whatever other diseases may show up in the future must get rapid and cooperative international attention before they destroy human lifestyles and even life itself.

China's government acted decisively to control SARS and have had significant success. The next threat from a new sickness may require that more than one government be involved in cooperative efforts.
